The international Salvation Army organizational structure is based on the General heading the worldwide organization with a Territorial Commander in every country in charge of operations in the relevant country. The Memorandum of Understanding related to a specific Territorial Commander includes a delegation of the authority of the General for representing the local Salvation Army entities.
